TRAINING OFFICER

(1) Plans and assigns work to be accomplished through subordinates and/or supervisors engaged in a variety of occupations. Makes assignments based on priorities, degree of difficulty, and requirements of the assignment. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligibles. Reviews and/ or recommends appointment, promotion or reassignment of employees. Establishes and/or approves performance standards. Monitors and evaluates employee performance. Recommends recognition for outstanding performance. (2) Conducts reviews of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Assists in creating and/or changing command policies and procedures. Develops instructions for implementation by staff sections, technicians and subordinate elements. Keeps abreast with new policy statements, regulations and directives issued by higher headquarters. Supervises and coordinates the activities of each full time staff section of the headquarters and subordinate units. (3) Formulates, oversees and evaluates the overall training programs for the command. Develops yearly and longer training plans. Issues instructions and procedures to subordinate units for the conduct of training activities that meet the requirements of the Department of the Army, National Guard Bureau, major army headquarters and/or other higher headquarters. Establishes and conducts a training evaluation program for subordinate units. Reviews training evaluation and inspection reports to identify systemic problems and trends. (4) Prepares plans and reports pertaining to readiness and mobilization. Provides guidance and assistance to units in preparation of readiness reports. Receives and consolidates unit readiness feeder reports. Evaluate the organizational readiness report and prepare recommendations for improvements/modifications of the battalion's training program. Prepares command level mobilization and contingency operation plans. (5) Prepares and submits annual budget requirements to higher headquarters based on yearly training guidance and training calendar. Sub-allocates funding to subordinate units for use in training activities. Monitors usage of mandays and funds designated for training. (6) Prepares and provides guidance on training eligibility requirements. Maintains familiarity with training directives issued by all echelons of command to determine applications to local programs. (7) Directs scheduling and coordination for the use of training sites and facilities. Ensures the arrangement for equipment and supplies needed for training activities. Procures or directs the procurement of training aids, manuals, or other instructional material. Maintains liaison with personnel at local, state or federally operated training sites. (8) Coordinates with external training, evaluation and assistance organizations for the conduct and evaluation of army training to include Field Training Exercises (FTX), Command Posts Exercises (CPX), etc. (9) Develops and implements Risk Management plans and programs for the command. Provides guidance to subordinate units on the implementation of Risk Management plans and programs. Develops safety/accident prevention policies and supervises implementation. Conducts safety inspections and assistance visits to subordinate units. Conducts investigations of accidents and safety violations and recommends corrective actions. (10) Identifies requirements and justifies requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc. Forecasts and approves ammunition requirements for subordinate units. Coordinates with maintenance and supply personnel to insure equipment and supplies are available and ready for training activities. (11) Represents the National Guard in the community. Provides support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting and security of those facilities. (12) Ensures the National Guard armories and other facilities in the command are properly utilized and cared for. Arranges with state ARNG officials for repair, upkeep, and custodial services for the facilities. Ensures the proper security measures are established and followed. Initiates rental agreements and receives and accounts for monies received for rental of the headquarters armory. Audits and reviews armory accounts of subordinate armories. (13) Performs other duties as assigned. Military Grades:
O-1/2LT-O-3 /CPT GENERAL
Experience:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED
Experience:
Must have at least 12 months experience equivalent to at least GS-9; or, three full academic years of progressively higher level college degree. Experienced in particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular knowledge, skills, and abilities (competencies) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Army National Guard Officer Technicians:
A high school diploma and a college degree are mandatory. An academic undergraduate degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences is mandatory.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
